Is TRP any use to me if I can't even get the initial attention or just a hello from women?

I'm short, I work out but women never really give me any attention when I'm outside. They are always talking to other guys and more enthusiastic with them than they are with me.

A lot of TRP stuff seems to be about guys who are already in the process of seeing a girl.

But I really need help just be able to get a girls attention first.
