I'd give her benefit of the doubt if she means in Ugandan Shillings : current exchange rate for dollars is 3610.88 UGX for 1 US$.

So her "billionnaire" would need just under 300.000$ (which is already asking much, but not as outrageous as a net worth for a middle aged single white guy in a country with a high standard of living).

On the other hand, if she expects a dude with that kind of liquidity on hand, and to be free to spend it, she doesn't get that for the same price you can get 10 younger mail order brides (and I'm including everything : the fees, travel, administrative costs...).
