Yes, it was done for sphere of influence and pressure in negotiations to USSR. But still while USA jumped on half dead Nazi Germany, it's still better, causing them to fight on one more front, reliving all other active fronts. So i'll say it's still noble to do, while intent were far from noble.

Because they only grow a few hairs that could not be called a beard, and it looks bad. Some people have patchy beards and would rather keep them shaven since they look bad.
I'm like that too, to some extent. Although I have more facial hair than my friends, I like to keep it to a stubble since the area around my chin is a bit patchy, and looks bad when the hairs grow long.
