No. This is way too simplistic as a way to see things. However, it follows the same idea as lactose intolerance being way more common in some countries because they are way less used to it because of their culture. The first thing to note is that phyto-e does have an effect, but only on some people; people have different sensitivities to it. Some are hyper-sensitive while some others are under-sensitive or even unaffected by it.Add to that evolution and natural selection, and it's pretty easy to see why some ethnicities not eating tons of it can be way more affected by it than others.
If we're going to talk about this, hops also have an big enough anti-androgenic and phyto-E effect, and this is something used even there for a lot of things. But not everyone is affected by it because although for some people, it does have an effect, the human body isn't supposed to know how to use phyto-hormones; particularly not in a strong enough extend in sane quantities; supposed being the keyword since there are exceptions. I guess you could say that some people are genetically predisposed to be soyboys while others aren't?

It's demonstrated that soy can have an issue, but the amount the average adult asian o vegan westerner consumes is not enough. Depending on the study, the highest averages found are like 80mg of isoflavones a day.
An 80kg male has to eat arround 1600mg of isoflavones per day to experience estrogenic effects. Soy beans range is 40-400mg of isoflavones per 100g. So you would need to eat from 0.4kg to 4kg of soy per day to experience it (Tofu and soy milk have lower content of isoflavones per mass). That being said, I still think the 1600mg number is generous because I don't know if they accounted for metabolization and possible liver/kidney issues, so I'd try to stay below 400mg a day.
