She wants to see u being sad and doing badly without her. And she wants u around as an emotional tampon and orbitter. She also wants the option to monkey branch back to u in emergency situations, or if you suddenly increase your wealth or status.

When she sees that you have moved on to someone new, and are happy and doing well without her she doesn't like that. She doesn't want to see that. You also have removed most of the auxiliary utility she saw in you. She knows you won't be orbitting her. She knows branch swinging back to you is now more trouble than it's worth, because that branch is occupied by another girl who is shiny and new. Why would u take back the girl that dumped u, when u have a new girl who hasn't ever dumped u.

There's a few other reasons and layers but this covers most of it.

Just as a general rule of thumb, girls only maintain relationships with people that they gain benefits and utility from. So if she "let's just be friends" you, it means u do atleast one or two things that she likes or wants, and she thinks she can keep getting those things from u without giving u any sex. And when a girl totally ghosts u, and blocks u and unfriends u, it means that either u are no longer providing any benefits to her, or she found someone else who is better than u / provides more benefits than you.

Man here. I did it with a girl that wasn't really "polite". She was always trying to be funny and said all her ideas out loud, always with simplistic points of view.

Once I took her to a Japanese restaurant and the girl began to say japanese phrases out loud, thing from animes and next to us there was this huge japanese family, it was so akward.

Some people want to be happy and joke about things but they do it out loud and everyone gets embarrassed, then I dumped her.

There are somethings that you can't explain, you just gotta move on.

Briffault’s Law. She still sees some benefit in “just friends”. Most likely as a backup plan. Once you’ve eliminated that benefit, the relationship ceases to exist.

they either say that so they dont feel so bad when they dump you face to face

or they are putting you on the back burner until they find someone new (or know the new guy will work out) then once thats done they drop you
