It is very much that, but there are strategies to win it. Focus on building two trait classes. Any will do.
And have an item combination cheat sheet ready.

The RNG kept screwing me a lot and in some matches - I couldn't upgrade my pick at all and was left with lvl1 - lvl2's champs while the top three players had 3 to 4 top levels with the rest being lvl2. Wasting all the gold on the rolls just to get nothing while others got lucky and some even rushed a lvl3 unit is by no means fair. Also, that game mode will stop being strategical when meta builds start to form and all will basically rush whatever is in top tier, leaving you with two choices - either rush lvling up whatever game gives you and be utterly humilated endgame or start to make the top tier deck in hopes of getting blessed by the great god of randomness and actually level up everyone to lvl2 minimum.
Also, achieving full imperials/nobility sets is freaking impossible since the opportunity to grab the final yellow champion is severely rigged against you if you are in leading positions and completely pointless if you're not in top positions as you won't have a power advantage agains stronger opponents' basic composition.
Also, Darius is completely broken if build into mana - will constantly spam his skill and be absolutely immortal thanks to health regen of it.

Its a good strat to lose matches in the beginning as losing streak gives you gold per wave. Dont spend gold on any rerolls or levels unless absolutely necessary in the beginning. For every 10 gold you get extra after every wave, so its a good idea to always have 40+ gold.
Fully enough, 2 of my last wins were just from nobles, one was noble-gunslinger, another just nobles. You dont need a full set and especially 3* (called hypercarrying, bad strategy), focus on items instead.
