Since women appear to put a high premium on short-term shift consistency with the option for additional UPTO and are willing to work overtime if it's scheduled in advance, if they are only making 89% what a man makes, the only fix I can see would be to staff them an additional 8% each week more than their male counterparts (assuming a 40 hour week average).

Likely the staffing differential would need to be even higher to account for their need for scheduling flexibility: closer to 45 hours / week for a male staffed 40/wk. Talk about a second shift!

Think about it... you got, elementary school teacher, daycare worker, care worker... all those jobs are way harder than construction worker or oil rigger, or mechanical engineer.
