In order for their to be a rape culture, all females globally would need to be raped on average every four months and no males would be jailed for it. As this is definately not the case, there is no rape culture.

Why must those parameters define "rape culture"? First off, culture is not global , secondly, one need not have 100% participation for a cultural to to be established.
