I don't understand she's saying she would have regretted the sex (aka the guy was in serious danger of being accused of rape) and he was smart enough to not take her up on her drunken offer. Is she complaining that he didn't take her up on her offer? Seems like an honorable and smart man to me?

Exactly correct decision. 1st date and past a few drinks and that's all it takes, yet ppl act like getting a women is an achievement. Imagine how many guys she had done that previously. Then if she felt horrible about it when she sobered up, she could suggest that the guy was in the wrong.
