Maybe they need to start out operating in a "speakeasy" style. Or private club / "bathhouse" -- you pay to hang out at the club. The owner brings his dolls for everyone to share. And shit, bathhouses are already legal and in several places. They're clubs to go and have swinger/gay sex with other members. Known prostitutes are banned, but it's the same thing here... you're paying to hang out in the club and there are sex dolls available.

EDIT: I should say this is specific to America. Italy I see has different rules on such matters.
