I've been into the poly lifestyle for years now, mostly following "the BD rules" with great success. However...

I'm currently in an open relationship and one of my FBs did what usually happens - she went for a beta guy who promised her monogamy. After 4 weeks of dating him, she asked to meet up, so we did. I did my usual "magic" - she let me escalate all the way up to neck kissing - she'd even do that. However, no full-on make out or anything beyond that. It was very clear she wanted it, she would basically start touching me whenever I stopped, but I just couldn't get through it. Freeze-outs didn't work, either. The whole time she basically complained about how she's sexually frustrated (she never mentioned her boyfriend, just kept repeating that she "couldn't" do it with me now, but that she wanted to + said I was her best sex ever). Now, just over two weeks later, she hit me up yet again, asking me how I'd been (sure ;)).

Normally, I'd go for no contact for 4-6 months as recommended (mind you, I haven't sent her a single "first text" and I've been sparsely replying, anyway), but here's the question - is it really necessary if she keeps initiating contact herself?

How should I proceed?
