Did you even watch the video? He says the women in the red shirt is the mother of the poorly behaved child, the one who called the police. We don't see her.

The women in the video is the mother of the friend in the video, her son is being questioned by the police, so of course she wants her sons friends to behave. Its even annotated with an arrow saying 'my friends mom'. Why would she be acting any differently having her child interacting with the police? I'm willing to bet she is shushing her own child.
