We need a system to catalog these women so that men can know to avoid them. There's no possible way society is ever going to start jailing women at an equivalent rate as men so the next best option is to protect the rest of the men out there.

However society still wants these women to marry and be funded by an individual not the state, which is why they wont jail them.

It's beyond twisted.
