This is just a confusion of definitions.

When employers can't scoop up tons of replaceable drones for a song, there is a shortage.
"Agile" helps, it makes IT guys more replaceable, but it only goes so far.
H1-B helps, but there are only so many allowed to flood in, so the wages don't get sufficiently depressed.

I know, let's tell everyone to do STEM!
