I never got the phenomenon but it seems like whenever I hear of a minority that is well put together going to a country like Norway, Sweden, Germany or Holland; basically any "blonde country" where a lot of people have blonde hair and blue eyes, they seem to get a lot of attention from local women and even local people are friendly to them. Even as a minority I have noticed that Scandinavians, Germans, Brits and Anglo Saxons in general have been real friendly with me and very accepting. The areas of the US I go to where German and Scandinavian heritage is most common seem to also be the most accepting areas of the US as well.

Even when I have gone to the Anglo Saxon dominated south, people have been cool once they got to know you and I have seen minorities clean up with local white girls.

Now I notice with Southern European whites, Italians in particular, it is the exact opposite. Italian Americans are probably the most racist group of whites I've ever known, especially if they are more tanned with dark hair. I mean racist as in actually attacking minorities and causing problems, being openly racist. I won't even get as much at the women but I know they are suckers for blond haired white guys, even over their own men which explains why so many Italian guys are desperate for pussy.
