IMHO it's more that marriage is being postponed. This is a problem particularly for the more conservative/crypto-conservative types who have internalized the idea that premarital sex is "bad". This manifests as a disgust toward premarital sex. For this group, later marriage results in extended virginity and porn provides and easy outlet for their own repressed sexuality. This disgust is how they end up having "little experience". Additionally as their agemates reach the age that marriage begins to be seriously considered they struggle with the unaddressed disgust that they've carried for years and have trouble accepting women who have not remained celibate.

Diminishing outgoing social activity, which leads to less exposition to the opposite sex irl. It's interesting to note that the increasing trend towards youth not having had sex in the last year is general, ie. affected both men and women, but more men.

It should also be noted that women outnumber men in colleges in most rich countries, 56% to 44% in the US (https://nces.ed.gov/fastfacts/display.asp?id=98).
While the percentages do correlate a bit nicely (10% more of men sexually inactive in the last year, 12% more women enrolled in higher education), college is obviously not the whole story.
Especially in larger cities but also generally, there is a trend of young people preferring to not go out. Use of outdoors or congregational spots like parks, malls, churches etc., where more (face-to-face) social interactivity occurs has been in decline, especially for young people.

This is important because work is a relevant place where some couples meet. I haven't found any published papers, but depending on the survey somewhere between 10% and 27% of people have dated a coworker, if you google "workplace romance statiscs". So with all that in place, the overall social landscape for young people has moved from outdoors to home and online, which is also true for dating. Or rather, a result of it. Less time spent on face-to-face social interactions and opportunitis for meeting new people lead to a need of increased online social interactions, with friends and strangers, which resulted in the online dating market. In conclusion, and TL;DR:
The outlier, the one place young people still congregate physically en masse (before covid-19 anyway) is college, which have a majority female members. And that's also the place where the dating scene hasn't changed, neither increased nor decreased the percentage of sexual inactivity.
