I concede there is some nuance here. It is generally more socially acceptable for men to go topless and men can also show there nipple in most places where women can't
However, where ever I go (at least in the US) The men are almost always dressed more modestly. Women's shorts and skirts go down to their thigh well Men's shorts go past the knee. Women's tanks show more shoulder, collar and back and women's clothing often shapes to the body. When women aren't allowed to wear skirts above the knees, men are often not allowed to wear shorts at all. Maybe if we let men dress a little lighter, offices wouldn't be so cold during the summer.
