Nazi Germany was the first modern country to take anti-smoking stances. Banning smoking in public places, restricting its use in the military, regulating tobacco advertising, funding studies linking smoking to cancer, etc.

The text probably refers to the fact that smoking areas tend to be isolated, especially on places like college campuses.

This was probably a meme by some libertarian who was mocking anti-smoking laws by playing on anti-Nazism and (some) womens' irrational fears of being alone outside.
