Get a six pack, dress well, and im the process learn to nake people feel good when you talk to them. Validation and sttention is a valuable comodity and doubly so from physically attractive people. This means less time watching sex in the city. Ideally dont tell anyone you have ever seen it or theyll assume youre also bleeding from your vagina.

Step 1. Be a fucking awesome person people want to hang out with

Step 2. Make friends with someone that has a huge circle of friends

Step 3. Make more friends in that circle

Step 4. Invite out awesome people with in two or three different circle

Step 5. Profit

If you're just moving somewhere chances are you'll have to do the inviting first. A good strategy is doing something weekly and related to food/alcohol. One tip I read was if there's a Mexican place that does "taco Tuesday" near you, invite a ton of people from you job/apartment/where ever and make it a tradition. You'll have a higher perceived value if you're the one making these things happen.

Just remember to not babysit the people there to make sure "they have a good time," you're there to have fun too.

From there just talk to a lot of people and make a lot of friends/connections. Rinse and repeat to grow your social circle. And don't be afraid to turn down people when they invite you, it helps make your time seem more valuable and thus something desirable.
