It does sound like it was made to say that men and boys are not let down by society and that there is not a lack of empathy to men and boys' issues. If you compare with IWD, there is no comparison to do. The IWD is given far more attention than IMD. Be it from private orgs or gov official orgs.

But maybe I am just grump and paranoid.
