Universal Male Suffrage: Men of the majority ethnic group are permitted one vote in free elections irrespective of possession of land, wealth, education levels or literacy levels where the minimum age is no higher than 21.

This differs from the definition used in the English Wikipedia as it considers universal male suffrage to begin when men of the majority ethnic group of any age received the franchise without further qualification. This definition would mean that in reality only a minority of men would have the franchise and make it appear that universal male suffrage was enacted earlier than it really was.

I'm probably stupid but don't understand this.

By the way, you haven't considered such cases where the right to vote is linked somehow to mandatory military service. In Finland this gave women full political rights 40 earlier. Before 1945 men couldn't vote during their two-year-long (or even longer) service. I wonder if this or some other kind of a link between the franchise and a civic duty for men. Finding out would probably be very hard.

Hi. I wrote the page in question and am happy to clarify.

The definition of universal male suffrage used on Wikipedia is hopeless. There are countries where men over 30 got the vote and Wikipedia calls it universal male suffrage. Have a look at the entries for Denmark and Italy on the Wikipedia page for examples of this.

I have made an attempt to provide a stricter definition.

This is a topic I've look at a lot over the years and I've seen very little indication of an explicit link between military service and the franchise in any modern state.

Some people have argued that the fact that many men drafted and sent to fight in World War I could not vote for the government that sent them was an impetus for universal male suffrage in the UK.
