I think it has to do with censorship. Banning may be part of that. It's my understanding though that it was already the "law". Immunity from libel suits was given to forums not publishers because forums don't control content. The Trump administration is (belatedly) asserted that many on line platforms are behaving like publishers (controlling content) while demanding the protections afforded to forums.

IDK if it expanded on it to include terms of service so that it would open companies up to breach of contract. If you violate reddit's terms of service, they can ban you from posting and voting. What happens if they violate the "terms of service"? They've essentially agreed to host any posts / comments you make, which don't violate terms of service.

IDK maybe some one more familiar can expand.
