Testosterone doesn't cause aggression. It makes it more likely that one's stress response will be aggressive.

Raise the testosterone in a rat population that has everything that it needs in abundance, and you won't see any measured increase in aggression. Raise the testosterone in a rat population that's stressed, with too little food, too little stimulation and too little space, and you'll reliably get more aggression.

Even women see their testosterone levels raise when they are in stressful situations. Inmates have higher average blood testosterone levels than non-inmates, for example.

Implying aggression is inherently bad?

Aggression in men is likely more common for three major social reasons:

1) apathy towards men, which leads to more abuse, isolation and desolation, which leads to less love, sex, acceptance and appreciation; all of which can lead to more frustration, resentment and anger. Apathy towards men also means more violence is perpetuated towards men(by men, by women or by men for women) and men have a greater need to learn how to defend themselves or demonstrate aggression as a deterrent to violence.

2) boys being socialized to be aggressive, by both men(men who compete for female attention by being aggressive with each other, or just being aggressive towards each other as a result of male socialization) and women(women who reward aggressive male behaviour with attention, love and sex; and who promote it as a desirable/core component of masculinity).

3) Capability, with men not only often being naturally stronger(on average) than their female peers but expected to be(which means a bigger motivation to be stronger and more physically capable) causing them to be in a position of physical advantage over others. This, in turn, creates a bigger opportunity and temptation to solve problems through aggression.
