Clearly a ridiculous and ill informed response. She’d be right to say MGM wasn’t a specific offence, but her tone suggests it’s not an offence at all. She then admits that other forms of MGM would probably be illegal, but seeing as most MGM is carried out for religious reasons then what’s the difference? Yes of course there are a small number of procedures which are medically justified amputations of damaged tissue, but all those cases of hacking off healthy body parts cannot be anything other than an offence agsinst the person. We’re this not the case, the offences agsinst the person act would have to contain an exemption stating that parts of the male body were not protected under said law.

They will hurry to change the law to benefit any group, or sex, except men. I cannot remember a single instance in over thirty years of UK lawmakers changing the law to help the males in this country.

Clinical commisioning groups (CCGs) are responsible for commissioning services to meet the health needs of local communities. I understand the majority of CCGs do not fund rutine circumcision e.g. that which is carried out for religious reasons. The NHS mainly funds circumcision that is used to treat a small number of medical conditions.

In some areas, particularly where they feel children are at risk of unsafe procedures, CCGs do work with local providers and communities to assure that a safe and affordable service is available. Male circumcision, where it is carried out by a healthcare professional, is regulated by the Care Quality Commission (CQC), included under the regulated activity of "surgical procedures".

basically the thing reads like a 4th grade book report.

According to Greater Manchester EUR Policy Statement on: Surgical procedures on the prepuce - circumcision at the bottom of page 6

As circumcision is not routinely provided in the NHS, robust data on the number of circumcisions undertaken in England is scarce. Approximately 30,000 non-therapeutic circumcisions are undertaken in England and Wales each year (1). Greater Manchester’s diverse population means that there is likely to be local demand for the procedure, particularly from Jewish and Islamic communities.

the refrence 1 above points to something called "Greater Manchester Effective Use of Resources Operational Policy" which I did not read.

i sampled a range of local CCG policy pages, all the ones I examined firmly insisted on well defined medical necessity. Some of these policies are very recently enacted. Swindons policy page for example errors out and is almost certainly under review.

he data below demonstrates higher levels than the national expected figures for GY&W and West Norfolk. When compared to the 10 most similar CCGs,GY&W is second highest for circumcision rates and West Norfolk is fourth. (Note that all 10 CCGs in this category are above the national level).Further analysis of this data could be explored by the individual CCGs.

there is a table showing , as the quote says, very high rates from previous policies, which I have not researched.
