Are "majority of men are rapist/sexual harrasers" and "majority of rapists are men" , both the same thing?

They're not the same thing. Hypothetically, rape could be very rare, meaning only a small percentage of the population are rapist, but the majority of those few could be men. Thus, the majority of rapist would be men, while still only a small minority of men would be rapist

The idea that the majority of rapist are men is also often overstated. A 2010 CDC study found that ~13% of women reported being raped at some point in their lives (usually by men), and that ~7% of men reported being raped at some point in their lives (usually by women when "made to penetrate" is included). Which would make men about 2/3 of the rapists; a majority, but not the vast majority, 95%+ that people tend to believe

Both statements are wrong. But logically it's the equivalent of all trigs are trogs but not all trogs can be trigs
