Regarding the US, I was only able to find that "fighting words", whose intent it is to create a violent reaction, are not safeguarded by the Constitution under freespeech.

For example let's say I'm walking on the street and I verbally abuse someone. That person can now use physical violence against me. It's called instigating physical violence.
