Take pointers from those dudes patrolling parts of the bigger subway stations and the streets soliciting passerbys. They typically get someone to stop by means of a question, then segue into their pitch. You have to be this aggressive in NYC (I live here, so I know), or odds are that they'll simply keep walking with zero interest for you or anything bound to come out of your mouth.

Borrow from their style and tweak it until you get something that works.
