Parliament has no boundaries. Parliament could literally pass a law to have Jon Platt executed. There are conventions that it won't but nothing actually preventing it from doing so.
That's not really true. Yes, they could pass a bill that ordered the execution of an individual but obviously it would be challenged all the way up to the Supreme Court who would find it in violation with domestic and international law (notably the ECHR, not to be confused with anything to do with the EU) that is legally binding on the UK State, and the law would be struck down.
In order to effect such an execution without interference by the courts, Parliament would have to repeal a bunch of other laws and withdraw from a bunch of treaties.
Like King Cnut, who proverbially commanded the waves to retreat in order to prove that there were limits to his power (not out of vanity or craziness as is often said), Parliament is sovereign, but it is not omnipotent.
