That report was published in 2006. I'll point out that the rape screening questions as described on page 10 in the paper linked in the OP does not include victims of being made to penetrate someone else (neither orally, anally nor vaginally).

In fact, when two large national surveys (the NISVS 2010 and NISVS 2011) finally got around to ask that question they found out that just as many male respondent had experienced being made to penetrate someone else (or an attempt thereof) as female respondents had experience being penetrated (or an attempt thereof) had in the last 12 months. And a majority of male victims reported a female perpetrator.

Still woefully inadequate funding of help for male victims and inadequate (of any) funding directed at preventing sexual abuse of boys and men from women.

Does that include prison rape?

I read that if you include it you get that men are more likely to be raped than women
