TL;DR - Pedophiles/Pederasts and rings often operate with it being common knowledge. They are rarely actively protected, but are protected by a complex combination of Public Fear and Institutional Misandry/Homophobia. The History of child abuse failures in the UK show that Males are the most common victims. Historically girls have been less targeted due to the risk of pregnancy. Evidence indicates that heath was a Child abuser, but we will never reach a burden of proof to allow even post mortem court adjudication. Heath is a minor case compared to the larger UK picture.

There is no doubt in my mind that Institutionalised Misandry and Homophobia have been a major driving force in covering many cases a child sex abuse against BOYS.

Historically cases of mass sexual abuse have had males as the primary victims. From The Global Catholic Church Scandal, To Public Schools, North Wales Children's Homes .... the list is massive and shocking. Tghe message is clear - Abuse Boys with Impunity.

There has been a recent shift in the UK in light of Rotherham, Oxford & Bolton where Girl's have been targeted by Muslim males. If you Contrast the abuse of boys against the Abuse of Girls the difference is so stark. Historically and presently, abuse of a Girl gets attention but abuse of boys is ignored and only gets attention when they authorities can't ignore reality and their own internal failings any more.

It also has to be noted that in Rotherham, Oxford & Bolton authorities knew of events and were too frightened to speak out for fear of being called Islamophobic. The same institutional inertia and fear occurs when it's sexual abuse against boys - but it has not easy label. It's a combination of Institutional Misandry and Institutional Homophobia.

One concern with Heath is whether police are applying Civil Burden of Proof or Criminal.

I've seen cases where evidence can be convincing to the point of balance of probabilities, but never reach a the criminal burden - and there it was the same issue of reports from people who could not have met where the similarities were so striking - the names of perps the same - the venues the same - the "Modus Operandi" the same.

I've personally dealt with abuse victims who have run away from abuse venues. The reports from kids who were in different cities, who had never met, but who reported the exact same names, venues and events is chilling ... and when you are the 20th victim you know that there is hell for victims in venues operated by Sociopaths - Psychopaths - Peadophiles who are able to act with impunity.

On A personal note, the biggest obstacle I have found in the UK in getting police to deal with abuse is the gross lack of professionalism that so many Front Line Police Officers exude. There is a small class of Highly Professional Police Officers surrounded by a Cloak of Unprofessional and frankly stupid bullies in uniforms. Even when speciality police groups have been set up to deal with specific issues - Domestic Violence - Hate Crime - Sexual Assault - getting to those groups can prove impossible due to the Jobs Worth behaviour of Front Line Police Bullies (Especially Special Constables) and internal operation of Services that are driven by Data and computer input to meet government targets .... and not the protection of the Public, Victims or even the apprehension of Criminals. If you are male an in need of contact with Specialist Police Services the open contempt and misandry shown by Police Officers is shocking. Always be Recording and if subjected to abuse in your own home use 999 and report the incident immediately. You may then if lucky get to speak to the right people.

So Often It proves impossible to reach the required burden of proof. The only time in the UK I've seen sexual abuse of "Boys" lead to prosecution and pass that burden with just reports and no forensics was "William Goad The most prolific paedophile ever uncovered. 3500 victims, abuse facilitated by Social Services and others through negligence.

The Basic ***Time line of Goad - convictions - going on to offend again - police unable to act - it's a revelation as to just how easy it is for a Paedophile to act in the open with the knowledge of so many and no-one able to stop them unless they are CAUGHT IN THE ACT by independent witnesses.

There the primary driving force for both the investigation and prosecution was the tireless work of one officer, detective Shirley Thompson. The other driving force was Community Drug Service worker Phil Wilson who had client after client reveal that they had been attacked bu goad as kids, and that was the primary driver for them to have ended up on drugs.

The BBC were aware of the case and goads offending for years.

Again from experience, when you have a paedophile ring/group or lone high profile paedophile out there, it is never secret. Often so many know and are in silence for many reasons. I've seen past victims silenced because they don't want to open old wounds - that should never be unerestimated. Others are silent as they fear for their safety/reputation within communities. Other are silenced because people who have spoken out have suffered real damage - one lesbian couple who spoke out on a GAY Paedophile ring were attacked constantly in their home and suffered arson multiple times. Paedophiles/Sex Offenders are often Sociopaths and exploit community incredulity to simply walk on by and not be held to account. They can be lethal when held to account.

In a paedophile group you only need one High Functioning Sociopath/Psychopath to act as ring leader and controller to have a very dangerous machine and weapon that can aimed very tightly at all around to control by fear!

I've seen cases where everyone locally (North Wales) knew that a whole group, masquerading as a charity supporting GAY Youth, was a very active paedophile ring and they were even receiving UK Government funding. That's right - they were funded by Government and even the BBC - Children In Need and The National Lottery. It Beggars Belief ...

The BBC were warned and did nothing. The claims post Jimmy Savile that the BBC had never knowingly supported or funded a Paedophile (ring) were false. They did it in Wales 20 years ago and said they did not deal in Tittle Tattle.

All the charity's officers, employees and volunteers were "Time Served" Paedophiles (They had been arrested, had been tried, found guilty and served time behind bars) who had illegally set up a charity and continued to groom and abuse boys. Their status as Time served paedophiles was well known in the community and not even an open secret - it was openly known and acknowledged.

The primary reason so few recognised the issue is that this Charity Hid on the fringes of The Welsh Language/Welsh Nationalist racism schism - and all their trials had been held in Welsh at Caernarfon Crown Court. There was only coverage in Welsh Language newspapers, and the Main stream English language media had been ignorant of the realities and just ignored the events.

That this was occurring in the wake of the North Wales Children's Home Abuse Scandal makes it worse. The Police just didn't care and were frightened of raising concerns over the GAY Lobby. The Police had also negligently left a serial killer (Peter Moore)) targeting the GAY community. The ability of Police to ignore reality due to Homophobia and internal fear must never be underestimated.

Paedophiles/Pederast groups always effectively exploit others fears as part of their camouflage. Police are more often afraid of being called queer for suspecting a gay serial killer than the fear of being called homophobic for not acting. Only specialist groups should ever handle prejudice prone cases from the outset. You need the relevant training and support from Criminologists and Profilers to deal with the issues correctly and with any hope of securing evidence that can be so readily overlooked.

Male Victims where there is a sex element are subjected to negative attitudes and conduct from UK police even today. You only have to look at the 2016 recent case of Stephen Port (BBC - How Police Missed the Grindr Killer) to see how GAY and Dead automatically means own fault and better dead. It was only through the Tireless Screaming of one Victims SISTER that police were switched into White Knight Mode and made to investigate and recognise a Serial Killer they had NO Reason to miss with his First Kill. The Evidence was on facebook! The Idiot Plod just did not hand the case to the right people and were Ignorant of the Evidence Staring them in the face.

From experience - unless there is a prominent FEMALE screaming for justice in these cases, the Police Ignore all matters due to a combination of Institutional Misandry and Homophobia as well as the Controlling nature and bullying tendencies of career police with lack of aptitude or professionalism.

In Wales, No-one locally was surprised to have a Faux Charity filled with Time Served Paedophiles targeting youth, no-one was able to stop them (Many Tried and Groups Like The UK Charity Commission Refused to Act - Shut Down That Cesspit of Incompetence and negligence please) and all that could be done was make sure that male youth were aware that the group was poison - and when victims came forward to secure evidence support them and should they go to the police protect them from police indifference and negligence.

The Paedophile Group even had access to schools - and schools + school authorities would not act as the Pedophiles came to schools to supposedly teach about AIDS-HIV prevention. They were happy to ignore the evidence of "The Risk Of Having Active Paedophiles Presented As A Safe Group To Kids They Were Targeting" Vs "Being Seen A Homophobic and dangerous for not providing Kids with Safe Sex Education that was Positive About Gay Kids". The Pedophiles emotionally abused everyone with stats concerning the rate of Gay Youth Suicide in Wales .... I mean who can argue against acting in any way to stop a GAY Kid Hanging himself? That the argument was coming from The Gay Community just did not compute with the authorities.

Never Underestimate the Incompetence of people with Job Titles and Responsibility. All too often they have been moved into such jobs Sideways to just make their incompetence and stupidity less troublesome to the wider organisation.

I haven't seen the Heath Evidence and I probably never will - but the reports fit and dovetail so closely with the behaviours of the time, 70's-90's, that it is Probable that he was a child sex offender/peadophile/pederast, but we will never have enough proof to convince a jury beyond any reasonable doubt.

The best that can be hoped for as proof is one person who knew the truth will offer a death bed confession to clear their way to heaven. All too often this is the reality as those who have known and done nothing fear being Publicly Eviscerated ... and these days the media are desperate for such stories and are only too happy to grasp them as You Can't Defame The Dead!
