People seem to be misunderstanding.

She's not a trial judge. Infact her office's only judicial duties are performing marriages and administrative hearings.

The five-member Travis County Commissioners Court is the governing body of the County. The Commissioners Court consists of the elected County Judge and four elected precinct Commissioners. The County Judge serves as the presiding officer for Commissioners Court meetings and ceremonial head of Travis County government.

She oversees what is essentially the city council so while wearing the hat is definitely inappropriate it's not like she's overseeing divorces.
