The title is a bit misleading, as they don't know and never tried to prove whether the babies were actually born alive. Hence the light sentencing. If she had undeniably killed living infants, the sentencing would be much higher, I'm sure.

charged with hiding the remains

She was not charged with murder (or infanticide) because it cannot be proven that the babies were born alive.

I wouldn't even charge her with hiding the remains ... who cares?

But what I would do is enforce a mandatory sterilization. Anyone who is storing the bodies of six dead offspring clearly should not be making more. (Also, after I wrote this, I learned that she's also had 9 or 10 abortions, presumably at our expense. Sterilize.)
