Most of these issues would be solved by fixing the underlying problems with the education system itself. There'll always be some sort of gap so long as it continues to print out identical products.

One reason why I homeschool. My 8-year old is into Algebra.

I am not waiting for the government to fix itself. It has no motivation to do so. Even if it did, why should I make my kid suffer while waiting? Forget it...
