Bill contains "frequent, continuing and meaningful contact" with both parents as the preferred premise of "child's best interest" + an explicit statement on parental fitness not being presumed or dismissed on the basis of gender. Not the definitive presumption, sure, and it may end up being a symbolic passing on the way to legislation with more teeth as you say. I'm really not sure how any bill short of presumption actually plays out in large sample sizes, but I do relish the shifting public sentiment.

It's the premise of frequent and continuing contact as in a child's best interest PLUS explicit statement on sex discrimination (addition) that makes it significant, right? Do you agree or no? I want to make sure I fully understand as well.

Right, I understand 'frequent, continuing and meaningful contact' alone is not an addition. I appreciate your critical thinking here, and while my layman speculation shouldn't convince you, I'd posit that courts ordaining "frequent, continuing and meaningful contact" to mean once every other weekend visitation, would fall under sex discrimination if it is presumed for the father because he is the father. The addition of an explicit statement on sex discrimination seems significant in the very scenario you suggest.

That said, "they will just try to find other reasons for coming to the same outcome," is a point I will concede. It's possible without a firm presumption, the incremental increase in father's rights only incentivizes false allegations.

I can see why we don't agree on the shared parenting label :P
