It's a one shot thing, has to be reloaded to fire again, anyone else picking it up won't be able to use it. So the officer just drops it so he can get his hands on the guy and restrain him. It's like a pirate dropping their single shot pistol to draw a sword.

You gotta be smart with your equipment is all. I believe what you're saying though.

Once I was watching cops (wish I could find the clip) where a cop has his gun drawn and the suspect follows all commands and the cop kneels down next to the guy while still holding hos gun. He begins bringing his gun to the ground about to set it next to the bad guy then quickly realizes his error and holsters the weapon.

It was a simple mistake that could have been bad. Granted the bad guy probably would have done nothing and just got cuffed but it's still a scary thing to see.
