It's possible that other floors have men's and unisex bathrooms. That kind of arrangement isn't uncommon.

If the whole building had only women's and unisex bathrooms, that would be a title IX violation. If that's the case, you (or someone else) would need to make a formal complaint with the university before anything happens.

People really should file official complaints/ threaten to sue more often. They'd be surprised how often it works.

Yes, this should be a violation of Title IX. Make a complaint to the Title IX regional office.

Unless there's some other place where men have the advantage which I doubt. Yes this is an open and shit case of sex discrimination.

Yes, that seems like a pretty clear gender discrimination case. I don't know if it would fall under title IX or something else. I would write a letter to whoever is in charge, but good luck getting anything done.
