Yeah, our safety is important, right up until there are women to take our place.

Are there any countries where men specifically are targeted?

Any country that conscripts its men and not women (only used rarely in first-world countries, but when it does, it's pent up).
Any country where you're told not to hit women (pretty much all of them) obviously has a blasé attitude about violence towards men.
Any country where men are at severely higher risk of violence than women (pretty much all of them).
Any country where men are severely more likely to be arrested, charged, convicted, sentenced, etc. for the same crime (pretty much all of them, in fact, the sentencing gap is bigger for gender than for race).
Any war-torn regions.
Any country or group of people that bans female genital mutilation, but is perfectly fine with male genital mutilation. Here's a particularly horrific example of that.

Apparently it gets even worse:

Absconders are hunted down and forcefully and scornfully subjected to the ordeal. Indeed, a story has been told of an honorable Member of Parliament who was tricked into going for a meeting, only to end up being circumcised right there. Moreover, with surgeons keeping records of those circumcised, there is no way one can escape.
