It initially came from a sort of jab in the ribs to the old mentality that women weren't very smart. So when a person a long time ago said "women are smarter than men" they were just sort of taking potshots at the antiquated sexist ideologies of past. Now that girls outdo boys in school and almost nobody thinks that women are less intelligent, it has ceased to be funny and has just become insulting.
