The song title should get quotation marks.
And the first part should be rephrased (at least with a comma between ‘Revolution’ and ‘declares’). As it’s written now, it’s saying that the statement ‘Metoo has become hysterical’ is declaring ‘William Shatner as...,’ which is obviously incoherent.
I swear, grammar has gone down the toilet.

Both should be in quotations. You can have a sentence that isn't entirely grammatically correct, but still have some proper grammar in it as well.
