Nope. Civil matter. Police will tell the shop owner to get a lawyer and sue. Thats why anonymous services demand payment first, or some form of security.

Theft is defined as intentionally taking the property of another without their consent.
Not paying for a service is not theft, therefore not a crime.
Honestly, the definition of theft needs to be extended to not paying for a service, however it will get extremely cumbersome as criminal courts already have alot of matters to deal with. Especially as a "service" can be argued, where the defendant may argue that the service wasn't completed etc. Theft is simple to prove, you expropriate the property and prove intention.
