So when Obama was president I went into my phone setting to turn off the annoying Amber Alerts, and I saw there a setting called "Presidential Alert" and the checkbox to turn it off was greyed out. So the ability for the President to send alerts was there back then, but he was too lazy to test it. Trump is a better President, because he actually tested it. MAGA.
