The best would be that people who are not on MGTOW for at least a month cannot downvote but I don't think the technology can do that for now.

Just filter based on "new", not "hot". It's the first thing I do when I log in. It became apparent soon after I started reading this sub that someone was running around and downvoting posts needlessly.
