The straightforward explanation is in the summary of the article - the city authorities chose trees that they thought would be easier to manage, trees for example that wouldn't plop fruit among pedestrians and traffic, without taking into account the health effects of living among tens of thousands of municipal pollen chimneys.

I don't understand how the sexism thing is supposed to work. Most laymen can't tell the sex of a plant. Do sexist botanists have a fraternal attitude towards male plants and a condescending attitude towards female plants? Maybe they do or did, but it seems weird.

If you leave the sexism thing out you're left with a really interesting article from somebody who seems to be a respected botanist. So what's happening? Is he being sensationalist? Is he trying to broaden his appeal from being a dry subject-matter expert?

This story is a complete beat up by idiots or trolls or both. Wikipedia 6% of flowering (angiosdperm) plants have male and female flowers on seperate trees (dioecy). 94 % have male and female either in the same flower or on the same tree. To my knowledge there is no such thing as botanical sexism for any reason other than production horticulture and the avoidance of the female Gingko tree in some places due to its smell at certain times, at this stage I cannot think of other instances and none that bare any correlation to the attitude sexism some of we humans practice. Examples of choosing one form of dioecious plant over another are humans growing cannabis for resin where the female plant is chosen in favour of the male and the closely related economic plant called hops, where the female again produces the fruit on a seperate vine (male plants in these cases are used only when breeding). The female tree is often avoided on the dioecious Gingko tree when grown for amenity horticulture as the ripe female covering on the seed (an edible nut) stinks. The female Gingko is grown for the nuts but usually away (out of smell range) from human habitation. No plant is litter free, all drop leaves and other components at various times, and this litter is actually part of the vital nutrient cycle that human life depends on. Because a plant does not drop a messy fruit does not mean it is a male diocieus plant and any horticulturiust or arborist suggesting this is either trolling or a ignorant dipstick.
