There are a lot of issues that go into this. I used to be an Operations NCO for a Marine Recruiting Station. A station is required to send so many females to bootcamp, but the Marine Corps attracts the lowest number of applicants, and society has changed how tattoos are excepted at a lower age, making many women who were qualified no longer capable of service.

Because of this, the quality female recruits we tend to get are drastically lower in regards to previous drug abuse, criminal history, education/ASVAB scores, and of course physical fitness.

Furthermore, the Marine Corps has more incentive to not drop an injured Recruit or Marine in the initial training stages of Boot Camp or Marine Combat training, thus leading to the pool of WMs that are of lower quality than their counterparts.

I can't say exactly how many women I knew who did strength training, or even a regular PT regiment, but the number was low. I'm not sure if you know much about a pull up, but those who can do the most are traditionally the skinniest and weakest. I knew many incredibly strong Marines who had a hard time doing 100 sit ups and 20 dead hang pull ups, but had very low body fat percentages.

The Marine Corps allows women to have a higher body fat percentage than males in both a policy and practice sort of way. While the Policy states they may have 28-32% body fat (My numbers may be slightly off), the program that is used to address weight before it gets to the scale is called the "Marine Appearance Program" or MAP. Under MAP if a commander thinks you do not "look the part" they can put you under additional supervision for diet and physical training. Men who are of larger build, but are physically strong and qualified to do typical military tasks are frequently added to this program, while women who don't have muscle but aren't skinny, and as result can't use their weight or strength are not.

Tl;dr The Marine Corps allows weaker women into the service, fosters their laziness, and then backs out when the only genuine effort to address it is raised because it won't work without a serious cultural change.
