Even if someone is staring... You don't have the right to not be stared at in public. You don't have the right to prevent someone to do something that you don't FEEL is unacceptable.

It's 8 Seconds, according to SCOTUS. I don't recall the details, but several years ago the Supreme Court of the US heard a case and decreed that looking turned into staring or leering that was actionable as sexual harassment if the staring lasted longer than 8 seconds.

Given how egregiously men in the west are penalized for expressing interest in women, I don't look.
