A bunch of trolls started spamming "learn to code" to fired journalist. The content of the speech wasn't harassing, but when thousands of people are spamming the same comment to specific people it is still considered harassment.

the context for "learn to code" is important. Journalists were telling blue collar people that whenever their job went away (IE coal miners in south america learn to code instead of mine)

They told it to a bunch to now unemployed journalist who had previously told it to a bunch if unemployed coal miners. Why is it only harassment when you are being served your own message?

First of all, I doubt that each of those writers wrote article about coal miners. Next, sincere advice for new job training has always included more nuance than just "learn to code". Finally, there is a bit of asymmetry when you have thousands of non-coal miners sending messages to a few individuals. Coordinated message campaigns to any individual out sized to their general fame is the definition of harassment.
