I've always seen a quick, "sorry I'm late" from the guys...and a big huge long drawn out run of excuses by the woman of why other people made her late with no real apology.

My wife does something kinda like this too. She says she needs some money to get something. I ask "how much?" then she goes on a 10 minute rant about what she needs... I said how much, not life story, I dont care what your buying, just how much money I need to put into your account

Most of the women I've encountered in my lifetime never apologized for anything, even when they were clearly in the wrong or doing some incredibly messed up shit(other men were often the ones to apologize for her because "girls will be girls"). A few women even outright called me meek and unmasculine for apologizing for little things, where I felt I had erred. If women are doing all this apologizing, it's certainly not to men. If men aren't doing as much apologizing, they certainly have a very good reason not to.

I don’t agree with this. Ask any married person in India. After marriage all we say is sorry to our wife to avoid further debate even if the mistake is not from our side. Sorry is very useful in this case.

No..actually apologizing for something is taking responsibility. Saying “sorry” every time you interact with people is an avoidance technique. Especially when done pre-emptively.
When you start an email with “sorry to bother you”, you are admitting that you are wrong to ask. Therefore, you have no responsibility for seeing the action through to the end.
You gave away power in the situation so now it’s the other persons responsibility.
