Trying to tl;dr this study:

Rates of male and female IPV are largely the same, but men are less likely to leave an abusive relationship. People who've been abused up to the age of 21 are likely to still be abused at 30.

IIRC they found that abused people are more likely to enter new abusive relationships, which is interesting in terms of preventing abuse.

To me, depending on the severity of course, that immediately telling someone to leave a relationship shouldn't be the first go to solution.

I have heard it suggested that treating it as a social problem is likely to have better outcomes.

It also showed men in abusive relationships are no more likely to leave than non-abusive ones.
