False positive rates from the clinical trials of PSA screening are between 75-85%. This is because a lot of things can cause PSA to be elevated. The goal of the USPSTF is to give screening and treatment recommendations based on currently available tests, treatments, and evidence. It isn't really their role to advise people to do research to make a better PSA; their role is to say that based on the current evidence, the risks and benefits of PSA screening favors screening, or doesn't favor screening, or (like they previously said) is inconclusive and the decision should be based on a discussion with the patient. That being said, there is a lot of research being done on how to improve the test, and you're right, that should be a goal of research. It's fantastic that there is a test that can help diagnose prostate cancer, but it's unfortunately not very good yet.
