Spreading the word of the dangers and how unnecessary it is could help, but people are hard headed and frankly stupid. Might be hard to convince them.

15 year olds are still boys for most people so hopefully they care more still.

If you're interested in creating measurable change, this is what will work.

You can try to lobby your state surgeon-generals about hospitals performing cosmetic surgery when its not needed. Mention that you don't think its cost should ever be paid for by the public. You want substantial arguments that will appeal to the broadest coalition of people.

I used to do jury nullification by standing outside my local courthouse and talk to potential jurors. I would ask them if they would have sent runaway slaves back if they lived in the North. Then their response would be an invitation to ask if they felt comfortable imprisoning someone over a victimless crime. Just talking to medical students while they're in college would be a potential low-effort high-outcome way to get future physicians to reconsider performing circumcision. This works if you're clean-cut wear nice clothing, and don't use any loaded language. Just talking to people is effective when its targeted correctly.

Now, what wont work is anti-semitic dog-whistling. You don't want to get associated with that, its negative attention. I can't imagine a dumber tactic than going out of your way to challenge people who have no choice but to oppose you, but otherwise have no reason to know who you are. If you see someone in the MRM fucking up in this regard, tell them to shut up.

I think there is an opportunity to discuss it in the context of genital surgery on intersex children. A lot of the same human rights issues about consent, bodily autonomy etc apply to both situations. I think it is also important to point out that allowing circumcision on boys undermines the arguments to protect intersex people from unnecessary genital surgery. If we are okay cosmetic surgery on boy's genitals why not on intersex people.

In countries where it is already rare, the best bet is to try to make the majority who don’t even think about it voice their opposition. That’s not enough on its own, because the politicians know it isn’t an election-winning issue but it provides ammunition for the other parties to talk about politicians refusing to obey the will of the people (especially useful in the UK where more people support banning circumcision than ever supported Brexit and May has been banging on about the will of the people) and about their lack of confidence in their own Home Secretary and so on.
